Headwaters’ mission is to foster educational excellence in Rappahannock County, Virginia, for the benefit of our young people.


More About Us

Headwaters is a 501(c)(3) not-for-profit organization that was founded in 1997 by a group of parents to provide independent support for the Rappahannock County public school system and to increase community involvement in education. Headwaters' programs serve children in Rappahannock County Public Schools, aiming to reach those with greatest need.

Our programs include: 

- After-School Enrichment Program - to provide K-7 grade students with enrichment clubs as well as a healthy snack, homework tutoring, and outdoor activity time. 

- Educational Enrichment Grants for teachers to help support innovative projects that are not in the regular school budget. Headwaters also offers Student Enrichment Grants to support young people in grades K-12 who are interested in pursuing some form of enrichment outside the traditional classroom setting.

- Starfish Mentoring - pairs students in need with a trained, supportive adult mentor.

- READ - to provide struggling readers in kindergarten, 1st, and 2nd grades with one-on-one weekly reading support.

- Summer Chorus - brings young people from Rappahannock and surrounding counties together for two weeks each summer to learn choral techniques and build stage presence. 

Additional programs:

- Headwaters also provides financial support for the Farm-to-Table program, which provides education and experiences for youth in sustainable agriculture and environmental/conservation issues. 

- The Next Step program, a college and career access initiative, was started by Headwaters but has transitioned into the Profile of a Graduate (POG) role. This full-time RCHS position is funded partly by Headwaters and, under the Next Step umbrella, Headwaters continues to administer over $100,000 in scholarships annually. 

In 2022, your donations helped us: 

- Award over $115,000 in first-time and renewable scholarships and financial assistance to graduating high school seniors and alumni

- Support 10 mentor/mentee pairs in the Starfish Mentoring Program

- Provide over $10,000 in Educational Enrichment Grants to RCPS teachers 

- Serve nearly 100 children in our After-School Enrichment Program
