The mission of Encompass Community Supports (formerly known as Rappahannock-Rapidan Community Services) is to improve the quality of life of residents of Culpeper, Fauquier, Madison, Orange, and Rappahannock counties by providing housing, comprehensive behavioral health, substance use, developmental disability, children's and aging services.


About Encompass Community Supports

  1. Founded in 1972, as Rappahannock-Rapidan Community Services. We are 52 years vibrant.
  2. One of 40 Community Services Boards (CSBs) and 25 Area Agencies on Aging (AAAs). We are the ONLY agency combined as such, covering the counties of Culpeper, Fauquier, Madison, Orange and Rappahannock.
  3. One of the largest employers in our local area (just shy of 400 staff).
  4. Leads with integrity and excellence.

Our focus for this year's Give Local Piedmont is COMMUNITY CONNECTIONS FOR OLDER ADULTS (formerly known as our Aging Services Division)

Social Isolation. It knows no age, race, socioeconomic status or environment. None of us welcomes or chooses to live with it. As for older adults, many don't even realize they're isolated, or recognize the signs or causes. 

Enter the many staff and volunteers of our Community Connections for Older Adults division who work tirelessly to provide priority supports for older adults throughout our communities such as:

  • Senior Centers ~ We operate and manage FIVE senior centers - one in each county of our area: Culpeper, Fauquier, Madison, Orange and Rappahannock. Lunch, socialization, education, and so much more are provided at our senior centers. Senior Center members are active and engaged in fun activities that promote health and well-being. 
  • Home-Delivered Meals ~ Adults, 60 years of age and older who qualify receive FIVE nutritious, frozen meals per week delivered to them. 
  • Advocacy, Outreach, Options Counseling ~ supports by counselors, such as assistance with enrollment in public benefit program, and referrals to appropriate agencies in our community that provide the best fit for their particular needs. 
  • VICAP (Virginia Insurance Counseling and Assistance Program) ~ free, unbiased and confidential counseling for people with Medicare. Helping older adults both understand and navigate this process is so beneficial to them. 
  • Senior Cool Care Program ~ a free single-room air conditioner or fan to older adults who meet income eligibility criteria. Helping them stay cool and healthy during warm weather months.
  • Chronic Disease Self-Management Program (Live Well, Virginia!) ~ information, tools and strategies to help older adults manage chronic conditions like arthritis, asthma, depression, diabetes and heart disease to be able to engage in life more fully.  Participate in-person or from their home.
  • Healthy IDEAS ~ detects and reduces the severity of depressive symptoms in older adults. Screening, education, symptom management, effective treatment and assistance with referrals and connections provided.
  • Mobile Outreach ~ assesses for and addresses social, nutritional and health related needs of older adults who may be socially isolated/lonely or experiencing hunger/food insecurities. Meals on Wheels America reports 6.2% of older adults in Virginia experience some type of food insecurity. 
  • Long-Term Care Ombudsman ~ investigates and assists in resolving complaints made by or on behalf of individuals in nursing homes and assisted living facilities, or at home with community-based care, including adult day care.
  • Transit/Mobility Services ~ provides transportation to older adults to/from any of our senior centers, adult day centers, as well as special trips/outings. Our mobility center assists with finding rides for medical appointments and other errands. Please call 540-829-5300.
